Each SharePoint Site has at least one SharePoint Site Owner who has full control of the SharePoint Site. These owners are responsible for adding members to the site and ensuring that the people that are accessing the site are appropriate audience members. These site owners are also ultimately responsible for the site content, though can delegate out site content creation to site members.
SharePoint Admin Settings and site creation are managed by Digital and Information Services.

Yes. Digital and Information Services endeavours to back up SharePoint Online daily.
Additionally, as SharePoint has a recycle bin, a Site Owner can recover items for up to 30 days.
