Keynote speaker: Serge Stroobants, Director of Europe and the MENA Region, Institute for Economics and Peace
This event will take place online using Zoom and is delivered in partnership with the Institute for Economics and Peace. Registration is required to watch the launch live, or to watch afterwards.
The event will be introduced by Professor Richard English, the Director of the Mitchell Institute at Queen’s University Belfast.
The keynote speaker, Serge Stroobants, Director of Europe & MENA Regions at the Institute for Economics and Peace, will provide a detailed overview of the Global Terrorism Index report and on the state of terrorism around the world.
There will be additional discussion around Ukraine from Professor Louise Mallinde, Legacy Theme Lead at the Mitchell Institute.
The event and Q&A will then be hosted / facilitated by Dr Andrew Thomson, Queen’s University Belfast.
The Global Terrorism Index (GTI) is a comprehensive study analysing the impact of terrorism for 163 countries covering 99.7 per cent of the world’s population.
The Global Terrorism Index report is produced by the Institute for Economics & Peace (IEP) using data from Terrorism Tracker and other sources. The GTI produces a composite score to provide an ordinal ranking of countries on the impact of terrorism. The GTI scores each country on a scale from 0 to 10; where 0 represents no impact from terrorism and 10 represents the highest measurable impact of terrorism.
Given the significant resources committed to counter terrorism by governments across the world, it is important to analyse and aggregate the available data to better understand its various properties. One of the key aims of the GTI is to examine these trends. It also aims to help inform a positive, practical debate about the future of terrorism and the required policy responses.

Serge Stroobants
Serge Stroobants is the Director of Europe and the MENA region at the Institute for Economics and Peace. He specialises in political sciences, international relations, security and defence, global risk analysis, foresight and crisis management. Serge is a visiting Professor at Vesalius College in Brussels, the Riga graduate School of Law and Blanquerna University in Barcelona, teaching courses on peace and security and on Global terrorism and radicalization.
Professor Richard English
Professor Richard English is Director of the Senator George J. Mitchell Institute for Global Peace, Security, and Justice at Queen’s University Belfast, where he is also Professor of Politics. His books include Armed Struggle: The History of the IRA (2003) and Does Terrorism Work? A History (2016). He is a Fellow of the British Academy, a Member of the Royal Irish Academy, a Fellow of the Royal Society of Edinburgh and a Fellow of the Royal Historical Society. In 2018 he was awarded a CBE for services to the understanding of modern-day terrorism and political history. In 2019 he was awarded the Royal Irish Academy's Gold Medal in the Social Sciences.
