EPC returned a bill to Ireland in Feb. 1704, having considered the two bills transmitted from Ireland. For the purposes of classifying this bill the bill returned to London is deemed to be procedurally the same as the bill in initiated by the Irish government, and therefore this bill is deemed to have been dropped in London.
