The Commons sent on 3 Feb. 1716 heads of a bill to the chief governor entitled ‘For supplying the defects of an act entitled an act to prevent the maiming of cattle.’ [0363] This bill was not transmitted by the Irish Privy Council.
A bill laid before the Commons on 30 May 1716 was entitled ‘For making more effectual an act entitled an act to prevent the maiming of cattle.’ [5034]
Given the similarity of titles, the General Index naturally connects the heads and bill, and gave them the same number [0363].
History of [5034].
Yet the bill which was returned got its title from the English Privy Council on 17 May 1716. It had originally (as transmitted by the Irish Privy Council, where it began) been entitled ‘An act for the further amendment of the act to prevent the further growth of popery and of several other acts therein mentioned and for the further amendment of the law in certain cases’ (referred to law officers 11 Apr. 1716; considered by committee 17 Apr. 1716; amendments approved by committee 10 May 1716). It was approved by the English Privy Council on 17 May with amendments, including:
‘In the title after [an act for] leave out all the rest of the title and instead thereof insert [making more effectual an act entitled an act to prevent the maiming of cattle]’.

This evidently was not the same measure which the Commons had sent to the chief governor on 3 Feb. 1716. It quite probably included provisions relating to maiming of cattle (cf. ‘several other acts therein mentioned and for the further amendment of the law in certain cases’ in the title). It is possible too the Irish Privy Council had taken some provisions from the Commons heads, and put them in what was evidently a single bill amending several existing acts; but it does not appear that the Irish Privy Council transmitted any bill whose title referred to maiming of cattle, and which would allow a connection to be made between the heads from the Commons and the returned bill.
The change of title may be explained by the removal from the bill of popery (and perhaps other) provisions; thus maiming of cattle may have become the main or sole subject of the bill as amended.

0363 has been retained as the number for the measure which began in the Commons, while a new record has been created for the measure which began in the Irish Privy Council, and has been numbered 5034.
As it happens, in this session the Commons also considered but did not pass heads ‘For the further explaining and amending of several acts of parliament to prevent the further growth of popery’ (No. 2077).
