Privy Council Notes:
- 'committee … observe that this bill does not contain any exception with respect to the exportation of hay to Great Britian, similar to the proviso in the British act of parliament, which authorises the exportation of hay from Great Britain to Ireland, whenever an act prohibiting the exportation of hay should take place in that kingdom. And their lordships are further of opinion, that in the said act a power ought to have been reserved to the lord lieutenant and privy council of Ireland, to authorise the exportation of hay before the expiration thereof in case the lord lieutenant and privy council of Ireland at any time or rtimes during the continuance of the said act shall judge it to be most for the benefit and advantage of the kingdom of Ireland to permit such exportation in like manner as by the British act his majesty with the advice of his privy council is empower to do by proclamation or by order in council to be published in the London Gazette. And their lordships thereupon came to a resolution [that secretary of state write to] lord lieutenant of Ireland accordingly leaving it to his grace's consideration whether it may not be proper that a short bill should be passed during the present session of parliament in Ireland, to supply the omissions above recited in the act lately passed.'
