For the better regulating the election of members to serve in parliament for counties, cities, towns corporate, boroughs, manors and all other places returning members to parliament, and for ascertaining the qualification of persons to vote at such elections, and for establishing an universal registry of freeholds, and for directing the proceedings of sheriffs and other officers in the electing and returning such members. |
