Privy Council Notes:
- This bill appears twice in the EPC register, and is the sole bill to appear in the register between 3 Nov. 1692 and 20 May 1695.
On 23 Feb. 1693 the council received the 'petition of Francis Stafford of Portclone in the county of Antrim in Ireland, gentleman, on behalf of himself, his wife and eight of his younger children praying to be heard against the passing a bill lately procured by his eldest son in Ireland for restraining the petitioner from charging his estate there'; on 16 Mar. 1693 the council heard the 'cause depending between Francis Stafford and Edmund Stafford [sic], esquires, having been this day heard at the board by counsel learned touching a bill transmitted from Ireland entitled an act for disabling Francis Stafford to disinherit his son Edmund Stafford, or to dispose of, leave or charge the estate settled on the said Francis, and the heirs male of his body, by Sir Edmund Stafford, otherwise than in this present act is contained.' It was then ordered by the council that it be ' referred to their majesties' attornies general of England and Ireland, who are to be attended by the counsel learned of both sides, in order to agree upon such a settlement to be passed into an act of parliament as may preserve the inheritance of the estate to Edmund the son, and yet leave a power in Francis the father to make reasonable provision for his wife and younger children, and to present the same to this board.' The proceedings on this bill are quite irregular. However, 16 Mar. 1693 has been treated as the date of referral, while the bill is categorized as having been respited.
